On the left pane select certificates, click add>, in next dialog select my user account or computer account click next / finish Efs enables transparent encryption and decryption of files for your user account by using advanced, standard cryptographic algorithms You can add both if you want, by repeating these steps

That's not a program you're going to find by default on the start menu
To access certificate manager, click the start button, type certmgr.msc in the search field, and click the enter key. Yes i did try this search, strangely most of the entries were from mac users Anyway i think i have now resolved, i may be mistaken but from memory i was looking for the certificate using the mmc command, but could not find it, however i have just tried running cert.msc, i'm not a expert in windows and they look nearly the same, anyway this time using cert.msc i found the annoying certificate.
