Sometimes you can find those rare full level up evo caches on care package drops but it's a bit rare They solve the rng of people getting purples on contests, they create an incentive for people to actually be smart and use ring consoles/etc., and make shield swaps a much more streamlined process I think getting to purple was decent enough for an average player but it may be a struggle for some.
