As an administrator with exchange org Permission, you can manage both exchange 2013 and o365 from the exchange ecp portal but it's not the case with regular user A regular user can only mange his mailbox related attributes from ecp and since his mailbox is in o365, he will be redirected to o365 portal Om (mcitp) | blog proposed as answer byallen_wangjfwednesday, october 28, 2015 9:18 am.
