The rest location api is for geocoding addresses and places (cities, states, certain landmarks, countries)
Bing maps does not provide a service for finding business using a free form query string

With the planned retirement of v7 coming in june, we'll need to revisit integrating v8 which we delayed after running into requirejs incompatibilities It's not mentioned at all on the what's new area of msdn for bing maps That said, looking at the network logs as i run a bunch of samples I don't see any of them calling the location rest api.
The problem is that bing maps api determines which location is closest based on a straight line distance rather than a route distance
Simply put, if there is no direct route between two locations, the straight line distance can be misleading, particularly if another location is accessible via a direct route.
