This also happens when i select a file via “browse this pc…” and then select my locally cached onedrive folder. This changed this week sometime, not sure if outlook, or something my organization did, but whenever i attach a file now, it wants to do a onedrive link, and i have to click each link to force it to attach the file I understand the convenience when we set all files send as copy instead of link

When composing a message you’ll see an attach file control that offers suggested cloud files, onedrive/sharepoint locations, or “browse this computer” for local attachments — and you can opt to send a link or attach a copy when selecting cloud items.
When working with cloud files (sharepoint, onedrive) you can set the default attachment state to a link rather than always attaching a copy of a file
