No other flags can be raised higher than the american flag, so they are lowered accordingly
Typically, you see the american flag slightly higher, then all others the same or slightly lower to one another depending on state and local laws.
Wonder if they're going to leave the flags at half mast tomorrow for pearl harbor remembrance day as a gesture of respect to our southern allies. My preliminary google didn’t help me.
