Since it's not a gpu, the game doesn't load Steam game version avalanche enabled dlc do you have mods enabled (this is also why unity doesn't always play nice with nvidia optimus and the amd equivalent)

Uninstall citrix to get the game working
If you need citrix workspace, then there are a few workarounds to have both working together If you're on windows 10 the easiest way is to uninstall citrix and then install the version from the windows 10 app store. I'm having the same problem Mass transit, industries, sunset harbor difference
